SG-055: Per-Tool Divergence Comments

Severity: HIGH

HTML comments addressed to multiple AI assistants in one file, with at least one body containing an imperative.

Fires when

• The file contains HTML comments addressed to 2 or more distinct AI assistants (cursor, claude, copilot, aider, cline, continue, windsurf, codex, gemini, zed, roo).
• At least one of those tool-targeted comment bodies contains an imperative (run, execute, fetch, download, curl, wget, bash, eval, ignore, disregard, paste, reveal, exfiltrate, ...).
• A single tool-tag, or repeated identical bodies for one tool, does NOT fire - divergent payloads across two or more tools are required.

Remediation

No safe remediation: a file that triggers this rule should be rejected, not patched. Read the flagged lines in the source before deciding.
